Abstract

The IOA is a regional institution whose work transcends local boundaries. We have repeatedly emphasized the problem faced by this geographical area called Ecuador—of being, in a legal sense, a State, yet not a nation in practical reality. We cannot speak of a nation where there is no identity to bind us together.
