Abstract

A Research Center bears an enormous and complex responsibility: it must take the lead in outlining alternative solutions, distinguishing three levels that are closely interrelated — research-reflection, research-planning, and research-action. Each of these levels implies its own specific tasks, and all are important and necessary.

However, we understand that this tripartite structure is, in fact, associated with a differential participation in the specific functions assumed within the political life of the nation, through decision-making processes and the executive measures carried out by governmental institutions.
